Minimum Qualifications Candidates must have seven years of specialized professional experience working for an organization whose primary function is one or more of the following: oversight of or provision of health care services; analysis of the provision of health care services; health care financing or data analysis; health care quality assurance and/or interpretation; and/or application of standards of health care.
Substitutions: An associate’s degree may be substituted for two (2) years of the required experience; a bachelor’s degree may be substituted for four (4) years of the required experience; and a master’s degree may substitute for an additional year of required experience.
Preferred Qualifications:
Knowledge of NYS Medicaid Managed Care (MMC). An understanding of the 1115 Medicaid Redesign Team Waiver, and its relationship to the provision of Medicaid benefits impacted by Delivery System Reform Incentive Payment (DSRIP) and Value Based Payment (VBP) initiatives. Experience in managing Managed Care Organization (MCO) provider and management contract with focus on population health, provision of services and delegation of management functions.
Duties Description The incumbent will be responsible for the management and implementation of certification and program integrity oversight of Managed Care Organization (MCO) Value Based Payment (VBP) provider contracts and their consistency with the Medicaid Redesign payment initiatives of rewarding value over volume of services provided to Medicaid recipients. Duties include: monitoring the MCO provider contracts for alignment with the VBP goals stated in the NYS VBP roadmap; contractual financial management and adherence to established requirements in relation to target budget, quality measures and shared savings; developing policy options and recommendations for the provision of health care services consistent with DSRIP and VBP objectives while maintaining program integrity and enrollee access to services; prepare, analyze, and interpret VBP survey data as necessary to assess success of various DSRIP and VBP reform initiatives; participation in multi-agency workgroups and meetings as necessary to assure consistency of VBP messages and develop and implement new health care program integrity initiatives with other State and local agencies to advance DSRIP and VBP programmatic goals.
Additional Comments Full-time, provisional appointment. Provisional candidates must apply for and be approved to take the next Medicaid Redesign Analyst 2 examination (currently not scheduled), and be immediately appointable from the resulting eligible list to maintain employment.
