Minimum Qualifications Candidates must have permanent status as a Contract Management Specialist 1, Grade 18, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law to the Contract Management Specialist 1 title; OR be eligible to transfer via Section 70.1 or 52.6 of the Civil Service Law into the trainee level (Contract Management Specialist Trainee 1 or 2).

Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill a Contract Management Specialist 1, Grade 18/Contract Management Specialist Trainee, NS, position assigned to the Administrative Support Services Group (ASSG), Bureau of Capital Operations. ASSG supervises and manages OMH’s capital planning and construction program and provides direct technical assistance for physical plant operations and maintenance. The incumbent of this position will be develop, negotiate, prepare, process, implement, and track a variety of facility maintenance service contracts in support of OMH’s 22 psychiatric centers and 2 research institutes statewide. Specific duties to be performed may include, but are not limited to, the following:
Work with OMH facility staff, and consultants to assist with developing and tracking contractual document.
Participate in the bidding and negotiation process of assigned contract.
Develop contract amendments as necessary.
Monitor and track contract payments and expenditures.
Review proposed contracts to ensure appropriate guidelines, rules and regulations are met and adhered to and that all required approvals are obtained in accordance with State and Agency policies.
Monitor contracts to ensure contractual obligation are met within specified timeframes.
