Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Supervising Accountant.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated to grade 23 or higher deemed eligible to transfer under section 52.6 of the Civil Service Law AND possess 24 semester hours in accounting, auditing or taxation courses.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Associate Accountant, Associate Accountant State Accounts and Systems, Associate Auditor, or Associate Medical Facilities Auditor.
Duties Description The New York State Education Department’s (NYSED) Rate Setting Unit (RSU) is seeking applicants to fill a Supervising Accountant position. RSU is responsible for working with providers and constituents to facilitate the rate setting process and developing reimbursement rates for approved providers of special education programs for preschool and school age students with disabilities in accordance with Part 200 of the Commissioner’s Regulations. Duties of this position include, but are not limited to, the following:
• Supervise a team of Senior and Associate Accountants;
• Assign, prioritize and schedule workload for team members to assure the timeliness of rates for special education provider programs, including those for public school districts, BOCES, private providers (853’s), Special Act schools, State-Supported Schools (§4201) and State-Operated Schools;
• Provide and analyze data to support tuition waiver requests for approval;
• Direct and coordinate the review of audits;
• Represent the RSU on interagency workgroups and other taskforces as necessary;
• Implement rate setting policies and procedures to maintain effective and efficient RSU operations; and
• Provide technical assistance to staff, providers, advocacy groups, and government officials.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointee’s negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
*Salary leads to $102,661 based on annual performance advances.
