In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health that we may conduct a non-competitive promotional examination for the position of Assistant Director Training 1 in Albany. Permanent appointment may be made by non-competitive promotion of an applicant, who meets the position’s minimum qualifications, of having at least one year of permanent service in a professional training position allocated to Grade 23, if all requirements of a non-competitive promotion appointment are met.
Duties Description The Office of Mental Health (OMH), Center for Human Resource Management, Bureau of Education and Workforce Development (BEWD), is recruiting to fill an Associate Director of Training 1, M-1, position. The Bureau plays a critical role in providing OMH employees with the ability to acquire and enhance their knowledge and skills, thus allowing them to adapt to a rapidly changing and challenging environment.
The Associate Director of Training 1 will assist the Director in managing administrative workforce programs and initiatives, and develop and maintain relationships with control agencies, facilities, program leads, and educational institutions. The incumbent will provide advice, guidance, and technical assistance to directors of staff development and training at OMH facilities statewide. This position will provide leadership and oversight for major OMH administrative workforce development programs/initiatives designed to train and develop the OMH workforce including, but not limited to:
OMH Leadership Academy – Incumbent will serve as the program lead for the OMH Leadership Academy, a certificate program providing participants with the opportunity to explore current and emerging management practices and to more fully understand the overall mission and goals of OMH. The program is designed to develop the agency’s managers and leaders of the future.
Instructor-Led Training and eLearning – This position will develop, coordinate, and present live training to OMH and other NYS staff; develop course curricula for new live and online training; obtain quotes from and coordinate with vendors to provide training; and work with program areas to assess training needs.
Technology Innovation/Utilization – The incumbent will have lead responsibility for researching, prioritizing, and implementing technology-based and/or blended learning solutions to provide cost-effective ways to meet the workforce development needs of OMH staff in our fast-changing environment. Incumbent will serve as the agency expert on elearning, authoring tools, distance learning, copyright law, etc. Limited budgets, combined with a decreasing amount of release time available for staff to attend training, make it essential that OMH understand, acquire, implement and maintain up-to-date training technologies to ensure we develop and maintain a qualified workforce to carry out the agency’s mission.
Statewide Learning Management System (SLMS) – Incumbent will oversee OMH use of the Statewide Learning Management System (SLMS), serving as an agency expert on SLMS and working closely with facilities to ensure that local SLMS administrators at each facility know how to use the product to operate their training programs effectively and produce the data needed for reporting (e.g., for the Joint Commission, for mandated training, etc.).
The incumbent will also manage and coach a team of six professional staff (Training Specialists 1s and 2s).
