Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Health Program Administrator; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Health Program Administrator, Health Program Administrator Trainee 1, or Health Program Administrator Trainee 2. PREFERRED QUALIFICATIONS
Must have strong interpersonal, problem solving, decision-making and time management skills and the ability to communicate effectively with all internal and external stakeholders. Excellent writing and editing skills and be able to effectively interpret laws and regulations governing adult care and assisted living facilities in New York State.
Duties Description The Health Program Administrator (HPA) will be responsible for managing a caseload of Adult Care Facility (ACF) Certificate of Need (CON) applications throughout the Part II regional office review and approval process, including all programmatic components of the review. This will require extensive communication with applicants or their representatives (consultants, attorneys, board members), as well as with Central Office ACF staff. The HPA will also be required to conduct onsite pre-opening survey activities.
