Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 3 OR NYS employee with one year of permanent or contingent-permanent service in a title at G-25 or above that is eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.
Must have strong interpersonal, problem solving, decision-making and time management skills and the ability to communicate effectively with all internal and external stakeholders. In addition, the ideal candidate must have excellent project management and supervisory skills and be able to effectively interpret laws and regulations governing the licensure and certification of adult care and assisted living facilities in New York State.

Duties Description The incumbent in this position will act as supervisor for the Licensure and Certification Unit, currently a staff of eight (8). As supervisor, the incumbent will oversee the review and adjudication of all licensure and certification applications, which include approval of corporate and legal documents, analysis and approval of financial information, and perform character and competence reviews. Further, the incumbent will participate in Division and Department meetings with association representatives and advocates. The incumbent will provide licensure and certification policy interpretation and ensure uniform application of such policy.
This position requires collaboration with staff within the Department, and in local government agencies, ability to produce reports as required by the Division Director, and provide technical assistance to applicants to further the applicant’s approval of the application. Further, the incumbent will be expected to develop the necessary resources for the tracking of applications, including the planned implementation of NYSeCON, the online submission of Adult Care Facility (ACF) applications, and be proficient in the use of the Division’s and Department’s databases as they relate to adult care facilities. The incumbent is expected to be able to research and provide guidance on the impact of managed care programs within the adult care facility environment, and be knowledgeable about the federal Home and Community Based Settings rule in order to recommend methods of ACF compliance. The incumbent will provide administrative leadership within the Division, set Unit priorities, and direct, orient, train and supervise staff. Additionally, the incumbent will be expected to be responsive to critical and high-profile issues and requests for information, and provide expert guidance to Division leadership when necessary.
