Minimum Qualifications Current New York State Department of Health employee with permanent or contingent permanent service as an Associate Accountant, SG-23; OR current New York State employee with one year of permanent or contingent permanent service in a position allocated to a Grade 23 or above and eligible for transfer under Section 70.1 of the Civil Service Law.
Working knowledge of Microsoft Office, including developing and maintaining excel spreadsheets. Ability to utilize General Accounting Principles in analyzing budget forecasts for multi-million dollar projects, ability to analyze and prepare reports related to the Annual Financial filings of Adult Care and Assisted Living facilities, ability to develop streamlined work products including financial reports while capturing the necessary components of direct and indirect costs.
Duties Description The incumbent will assess the financial feasibility of Certificate of Need (CON) applications received, including making determinations on the financial position of the proposed new establishment or existing facility, in accordance with state law and regulation, and Generally Accepted Accounting Principles. The Associate Accountant will also take the lead role in managing Adult Care Facility (ACF) annual financial reports and will work with the Director to produce annual reports on the financial status of NYS ACFs and Assisted Living. In addition, the Associate Accountant will assist with providing technical assistance to consultants, accountants, applicants and/or operators on all financial matters related to the operation of an adult care facility. Additional duties will include assisting with the calculations of rates, EQUAL grant support and administering the annual enriched housing subsidy.
