Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 2 (G25) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G23 and deemed eligible for transfer to Health Program Administrator 2 (G25) under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
The preferred candidate would have experience in program oversight, policy development, performance metrics, coordination and communication of workplan requirements and compliance, prior supervisory experience, and knowledge of the Special Supplemental Nutrition Program for Women, Infants and Children (WIC).
Duties Description The Bureau of Supplemental Food Programs (BSFP) administers the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) and the Farmers Market Nutrition Program. This Health Program Administrator 2 (HPA2) position is in the Program Quality and Communication Section (PQCS) which is responsible for WIC Eligibility, Confidentiality, Civil Rights, Outreach and additional policy areas. The HPA2 will oversee all aspects of the WIC local agency readiness for NYWIC, the State’s new Management Information System to provide WIC food prescriptions through Electronic Benefits Transfer (EBT); will manage local agency communications and training to ensure approximately 2,000 WIC local agency staff are competent and ready for NYWIC implementation; and will provide oversight for staff responsible for managing 16 Capital District region WIC Local Agency contracts to ensure that WIC services are delivered in accordance with the contract workplan, including completion of the Local Agency Compliance and Self-Assessment; assist with contract monitoring, budget development and provide technical assistance to local agencies. The incumbent of this position will provide supervision and leadership to staff in the unit, and cover for the section leader, as needed.
