Minimum Qualifications Permanent Transfer Candidates: Current Department of Health employee with permanent or contingent-permanent status as a Medical Assistance Specialist 3; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law to a Medical Assistance Specialist 3.

Experience with the NYS Medicaid program; eMedNY, Thin Client, and Provider Enrollment; implementation and management of Medicaid management initiatives; supervision and management of staff in professional and administrative positions; strong writing and communication skills.
Duties Description The incumbent will serve as a manager within the Bureau of Provider Enrollment with responsibility for directing three or more state and contract staff in duties related to enrolling providers in NY Medicaid. The incumbent will be required to supervise staff engaged in the task of reviewing and verifying provider applications; review, analyze and interpret new and existing federal and State legislation, regulations, and policy; participate in the development of new provider service categories; develop new or update enrollment processes and related forms, documents procedures; draft and disseminate policies; prepare eMedNY system change requests; and actively participate in program design and implementation with staff at all levels of the Division.
Additional Comments Permanent or *provisional, full-time appointment. Candidates appointed provisionally will be required to take and pass a qualifying Civil Service exam, when it is given, and be reachable for appointment on the resulting eligible list.
