Minimum Qualifications Candidates must possess a New York State Professional Engineer License and current registration. To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position.

ALL CANDIDATES MUST SIGN UP FOR THE UPCOMING CIVIL SERVICE TEST- Promotional Professional Engineer 1 (Civil/Transportation) #30-187 OR Professional Engineer 1 (Civil Transportation) #20-443 Open Competitive Exams: Must also provide proof of signing up for the test

The minimum requirements for taking the Promotional examination are: For Exam No. 30-187

A valid NYS Professional Engineer’s License with current registration and one year of permanent competitive service as an Assistant Engineer (Civil/Transportation)

The minimum requirements for taking the Open Competitive examination are:

Either 1. a New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below;

Or 2. a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.

Qualifying Degrees and Experience:

For Exam No. 20-443 (Civil/Transportation):

Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.

Preferred Qualifications:

One year of professional engineering experience with transportation projects related to highways/roadways, bridges, airports, waterways, or traffic management and safety systems.


*Under the New York State Education Department guidelines, all professional engineers must practice in their area(s) of competency or they may be subject to disciplinary action.

Duties Description The Region 10 Design Group anticipates filling a few Professional Engineer 1 positions. Responsibilities may include but are not limited to any of the following tasks:

Oversee consultant and/or in-house staff for highway and structures design potentially involving maintenance & protection of traffic, drainage, traffic modelling, utility conflict resolution, quality control, guiderail etc.

Prepare, manage & maintain project schedules

Monitor project costs and progress cost effective designs

Coordinate project tasks, steps and events within the Department as well as with outside parties

Quality control of processes and submissions required to produce the capital program

Schedule, assign, supervise and evaluate staff

Prepare, negotiate and monitor consultant agreements

Inspect and monitor state transportation facilities

Serve a role within the Incident Command System to support the Department’s response to emergency situations
