Minimum Qualifications Candidates must possess a New York State Professional Engineer License and current registration. To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position.

The minimum requirements for taking the Promotional examination are: For Exam No. 30-187
A valid NYS Professional Engineer’s License with current registration and one year of permanent competitive service as an Assistant Engineer (Civil/Transportation)
The minimum requirements for taking the Open Competitive examination are:
Either 1. a New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below;
Or 2. a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.
Qualifying Degrees and Experience:
For Exam No. 20-443 (Civil/Transportation):
Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.
One year of professional engineering experience with transportation projects related to highways/roadways, bridges, airports, waterways, or traffic management and safety systems.
*Under the New York State Education Department guidelines, all professional engineers must practice in their area(s) of competency or they may be subject to disciplinary action.
Duties Description Under the direction of a Professional Engineer 2, the candidate will supervise a section within the Traffic Engineering and Safety Group. The primary responsibilities of this position may include but are not limited to the following:
Supervise engineering and technical staff in the preparation of traffic engineering studies/designs/reviews/reports and operational tasks.
Manage consultant contracts and technical staff in the preparation of traffic engineering studies/designs/reviews/reports and operational tasks.
Conduct traffic operations and safety studies in response to inquiries from the public, elected officials, or as requested by the Regional Traffic Engineer. These studies are conducted to address safety, operational and capital program needs within different geographic areas in Long Island.
Represent the Department at meetings with local officials and the general public.
Prepare technical correspondence for written and oral presentation.
Set priorities, monitor sections workload and assure quality products are prepared in a timely manner.
Developing recommendations for traffic operations and/or safety improvements
Review permits, plans and project development documents from a Traffic perspective.
Review construction projects from a traffic perspective (signs, markings, signals etc) and develop a punch list if required for resolution before contract acceptance
Performing studies as requested by the supervisor
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations
