Minimum Qualifications Candidates must be reachable on the current Civil Service eligible list for the title;
Eligible to transfer via Section 70.1 of the Civil Service Law;
In the event that there is not a valid eligible list at this location, candidates who meet either the Promotion or Open-Competitive minimum qualifications for the Plant Utilities Engineer 1 examinations may apply and if hired, will be provisionally appointed.
Candidates appointed provisionally must receive a score that is reachable on the resulting eligible list before they can be permanently appointed.
Promotion Examination Minimum Qualifications:
You must be a qualified employee of New York State and have a minimum of two years’ experience as a Plant Utilities Assistant.
Open-Competitive Examination Minimum Qualifications:
You must have two years of satisfactory hands-on experience in the operation and maintenance of boilers and/or auxiliary equipment or HVAC equipment in commercial, industrial or institutional facilities (experience limited to residential applications is not considered qualifying);
An associate's degree in Plant Utilities Technology or the equivalent. In order to determine whether a specific degree is equivalent to the Plant Utilities Technology program, the major course of study must include a minimum of 30 college semester credit hours in core curriculum courses, creditable toward the degree, in any combination of the following course areas:
Heating Ventilation and Air Conditioning
Utility Refrigeration Mechanics
Blueprint Reading and Sketching
Boiler and Steam Systems
Electric Utility Systems
Plant Operation and Maintenance
Industrial Instrumentation and Control
Environmental Air Quality
thirty college semester credit hours in core curriculum courses creditable toward an associate's degree in Plant Utilities Technology or the equivalent, in any combination of the course areas as described in No. 1 above;
four years of satisfactory hands-on experience in the operation and maintenance of boilers and/or auxiliary equipment or HVAC equipment in commercial, industrial, or institutional facilities (experience limited to residential applications is not considered qualifying);
completion of a state Department of Labor apprenticeship program for stationary engineers or for plant maintenance (plumber/steamfitter) or plant maintenance (refrigeration/AC), which is a minimum of four years in duration;
possession of a Stationary Engineer or Boiler Operator license, which required a minimum of four years of experience or training.
a bachelor’s degree (from SUNY MARITIME COLLEGE) in Facilities Engineering.
The following military experience is considered examples of qualifying experience:
U.S. Air Force: Graduate of heating, HVAC, ventilation, air conditioning, and refrigeration apprenticeship program.
U.S. Coast Guard: Must have been an enlisted machinery technician (MK) with the U.S. Coast Guard OR possession of a certificate as a Marine Engineer issued by the United States Coast Guard.
U.S. Army: Must have been an enlisted power generation equipment repairer with the U.S. Army.
U.S. Navy: Must have been an enlisted gas turbine systems technician, submarine nuclear propulsion plant operator reactor control, utilities man, machinist mate, or engineman with the U.S. Navy.
U.S. Merchant Marine: Must have a merchant mariner's document (MMD) and be a qualified member of the engine department (QMED) as an oiler, fireman/watertender, refrigerating engineer or engineman.
Duties Description As a Plant Utilities Engineer 1 on an assigned shift, you would operate, maintain, troubleshoot, repair, test, and calibrate mechanical and electrical equipment providing heat, hot water, ventilation, air-conditioning and electrical distribution in a safe and efficient manner. You would make recommendations on major overhauls and replacement of equipment and identify, recommend, and develop energy conservation projects. You may supervise subordinate staff in the operation and maintenance of heating facilities and mechanical equipment. You may also supervise contractors in an emergency or project situation and you may be required to assume responsibility for operations of the overall physical plant.
Additional Comments Background Investigation Requirements:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), that includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
