Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 3 OR NYS employee with one year of permanent or contingent-permanent service in a title at G-25 or above that is eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.
Excellent organizational, written and verbal communication skills; ability to function independently and manage a high degree of complexity in an environment with multiple priorities; public speaking, quality improvement experience, ability to understand and implement state and federal regulations pursuant to Public Health Law, experience in an administrative oversight capacity with an appointed Board in accordance with the Office of Governmental and External Affairs Council including compliance with open meetings law, a demonstrated understanding of the NYS procurement, solicitation, and review process is preferred.
Duties Description Under the direction of the Division Director, the Health Program Administrator 3 (HPA 3) will act as Executive Secretary to the New York State Department of Health Board of Examiners of Nursing Home Administrators (BENHA). The HPA 3 will serve as the Department of Health liaison to all BENHA members and will be responsible for ensuring that the BENHA and its members operate in accordance with New York State Public Health Law and the Office of Governmental and External Affairs' Council Operations, including identification and vetting of new BENHA members, compliance with Open Meetings Law and participation in Council membership audits. Responsible for all aspects of BENHA meetings, including meeting facilitation; preparing and issuing meeting notices and agendas to internal staff and external organizations. Also, responsible for preparation and presentation of disciplinary actions involving Nursing Home Administrators and determinations on whether specific applicants for licensure have satisfied the requirements for licensure.
The HPA3 will be the Director for the Bureau of Professional Credentialing, act as a liaison between the Division and interested stakeholders, including but not limited to provider associations, other Divisions within DOH, other State and Federal (CMS) agencies in the administration of Civil Monetary Penalties (CMP) quality improvement initiatives designated to improve the quality of care in nursing homes in accordance with both state and federal regulation.
