52.6 Transfer Qualifications:
Candidates with permanent, competitive service in a salary grade M-3 (or above) title designated as administrative may be eligible to transfer to this title under Section 52.6 of the Civil Service Law provided all other transfer criteria are met.
Duties Description The UI Program Manager 4 functions under the general direction of the UI Director of Benefit Services. The position provides leadership and oversight of the UI Records Section, Benefit Section, Special Programs and Customer Service Section, and UI Technology Unit. The UIPM 4 will assist in developing and modifying policies and procedures; provide opinion and suggestions for Federal and State unemployment legislation; maintain effective communication with the UID management team; coordinate process and issue resolutions with UI Division staff and other DOL organizations; establish reporting systems for collection of workload data; ensure staff development by overseeing the implementation of training programs; and evaluate staff performance. The UIPM 4 will also develop recommendations and provide reports that assess fiscal implications, operational impact, implementation issues and potential organizational benefits of various proposed programs, policies, and vendor solutions for UID management and executive staff, act as a project lead for implementation of these initiatives, and perform other duties as assigned by the UI Director of Benefits.
