QUALIFICATIONS
Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as an Associate Health Planner, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Associate Health Planner, G-23 under Section 52.6 of the NYS Civil Service Law.

QUALIFICATIONS
Ability to interface with internal and external stakeholders; proficient in the use of Microsoft Access, Excel, PowerPoint and Word. Strong organizational, written and verbal communication skills. The applicant must be able to work independently and with a cross-functional, multi-disciplinary team. Ability to manage multiple tasks and priorities. Experience with managing project plans. Ability to formulate program recommendations based upon data analysis. Experience with the supervision of professional and support staff.
Duties Description Work with internal DOH staff, including Wadsworth Center and ITS staff, as well as external vendors to administer the New York State Medical Marijuana Program. Develop presentations and other forms of communication including: user guides, FAQ’s and website content. Assist with outreach efforts to educate practitioners, patients, and other stakeholders. Analyze program data to assist with programmatic decision making. Assist with policy development, including but not limited to, the certification and registration processes, practitioner education, and qualifying conditions. Review submissions received from practitioner education providers, and entities who wish to become a registered organization or renew their registration with the Medical Marijuana Program. Provide verbal and written communications to internal and external stakeholders, including but not limited to, practitioners, patients and registered organizations to assist with registration and certification, and other matters pertaining to the Medical Marijuana Program. Supervise staff as determined by the program, which will include providing guidance and review of reporting staff performance.
Additional Comments Permanent, full-time appointment. Occasional statewide travel, including travel to areas that may not be served by public transportation, may be required.
