Minimum Qualifications MINIMUM
Transfer: NYS Department of Health employee with permanent or contingent-permanent service as a Business Systems Analyst 2 Health, Grade 23 OR NYS employee with one year or more of permanent or contingent-permanent service in a competitive class title equated to SG-21 or above and eligible for transfer to Business Systems Analyst 2 Health under Section 52.6 of the Civil Service Law.
Promotion: Current NYS DOH Employee with one year or more of permanent or contingent-permanent competitive service as a Business Systems Analyst 1 Health.
Experience with business analysis of the New York State (NYS) Medicaid Encounter Intake System (EIS), familiarity with federal and state product offerings to managed care beneficiaries in NYS, strong problem-solving skills, the ability to manage multiple priorities, strong verbal and written communication skills, experience participating in agile scrum project management teams for backlog grooming, the ability to work collaboratively as part of a multi-disciplinary technical and project management team of internal and external stakeholders, and experience with technical submission guidance documents on X12 electronic claims processes.
Duties Description The Business System Analyst 2 Health (BSA2) will serve a critical role in the ongoing development and maintenance of the All Payer Database (APD). This will include providing and coordinating business, technical, administrative, and analytical support to complex projects and to programs integrating data and functionality into the APD.
More specifically, the BSA2 will monitor and respond to the business needs of managed care plans (‘issuers’) and a wide range of business stakeholders through technical documentation, technical assistance, meetings and communications; participate in calls as needed with associated vendors, internal and external stakeholders on the business needs surrounding the NYS APD data intake technical processes and priorities; conduct analytical data mining to highlight current findings and possible future system issues and limitations; work as part of a larger technical build team for the operational aspects of the APD data warehouse and associated advanced analytics; review, document, and categorize encounter submission business processes to highlight areas of possible efficiency, including the creation of flow charts and process models; document and prioritize communications to expedite solutions and translate responses into language more clearly understood by both technical and non-technical audiences; lead work and associated planning with the business system needs surrounding issuer engagements and current and future technical specifications, including participating in weekly issuer communication forums; and, conduct other business system analyst duties as directed.

If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year or more of permanent or contingent-permanent, competitive service as a Business Systems Analyst 1 Health. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
