Candidates with one year permanent competitive service or the completion of a traineeship in one of the following titles may qualify for transfer to Labor Services Representative Trainee 1, eq. Grade 13:
Employment Services Representative, Grade 18
Human Resources Specialist 1, Grade 18
Safety and Health Inspector, Grade 16
UI Reviewing Examiner, Grade 16
Youth Counselor 1 & (SL), Grade 18
*Section 70.4:
Candidates with one year of permanent competitive service as a Grade 11 or higher, who have a bachelor’s degree*, and who have taken and passed the most recent examination for Labor Services Representative, Trainee 1, may qualify for transfer.
*From a regionally accredited college or university, or one recognized by the New York State Education Department as following acceptable education practices.
Hourly LSR’s are not eligible for transfer or reassignment.
Duties Description As a Labor Services Representative Trainee 1 you would supervise and assign clerical support staff to tasks including: processing transcript orders on appealed cases; copying and mailing Administrative Law Judge decisions and Notices of Hearing. You would also ensure transcripts are received from the vendor timely, in accordance with the OGS contract specifications; ensure received transcripts are prepared correctly and accurately and maintain oversight of the file room and processing of closed hearing files. The Labor Services Representative Trainee would also provide services to the public in accordance with quality and quantity standards mandated by various Unemployment Insurance laws, rules and Federal regulations; process FOIL requests according to legal and regulatory protocols; and direct, interpret and clarify for staff the effect of new laws, policies, decisions and administrative procedures; including staff who work in the appeal and mail units.
