Minimum Qualifications NYS employee with one year of permanent or contingent-permanent competitive service as an Associate Attorney Health Care Regulation (SG-28); OR a NYS employee with one year or more of permanent or contingent-permanent competitive service in a title at SG-26 or above and eligible for transfer under Section 52.6 of the Civil Service Law. (Candidates requesting consideration for transfer under Section 52.6 of the Civil Service Law must also be a graduate of an accredited law school with an LLB or JD degree, and may also need to meet additional experiential conditions to qualify for consideration).

QUALIFICATIONS
The preferred candidate must possess strong legal skills, and be an excellent communicator, negotiator and advocate. The preferred candidate must have demonstrated good decision-making ability, must be able to coordinate and organize a diverse and large caseload, and must be able to present cases at hearings. Experience with administrative proceedings, and/or health law is desired.
Duties Description Prepare for and represent the Department of Health in administrative enforcement hearings, pursuant to Public Health Law, Social Services Law and various provisions of State and Federal Regulations. In these hearings, the Associate Attorney Health Care Regulation must present witness testimony and documentary evidence, argue points of fact and law, and submit post-hearing briefs; negotiate settlements, and work with Program managers and staff to develop investigation and hearing strategies, and standard policies and procedures for citing and enforcing violations; supervise the work of senior attorneys and support staff, and assist with the administrative needs of the Bureau.
Additional Comments Full-time, permanent appointment.
The position involves travel, including overnight travel, throughout the State of New York.
