Minimum Qualifications Interested candidates must be currently reachable on the Information Technology Specialist 2 (Programming) (SG-18) eligible list or eligible to transfer under Section 52.6 of the Civil Service Law.
52.6 Transfer
To be eligible to transfer, interested candidates must have at least one-year permanent competitive service in a 52.6 qualifying title allocated to salary grade 16 or higher.
Duties Description • Analyze mainframe COBOL and SyncSort code, MVS JCL scripting, IBM utilities (i.e. IEBGENER), SQR, SQL, and other programs
• Analyze existing check and form templates for the Advanced Function Printing (AFP) applications using Design Pro Tools Software
• Provide complete Fit/Gap analysis of proposed system changes
• Create design documents and other related system documentation
• Collaborate with business analysts and systems users to gather and refine system change requirements
• Establish test conditions based on code specifications
• Code and debug mainframe COBOL and SyncSort code, MVS JCL scripting, IBM utilities (i.e. IEBGENER), SQR, SQL, and other programs
• Develop new and update existing check printing templates for the Advanced Function Printing (AFP) applications using Design Pro Tools Software
• Conduct technical walkthroughs of proposed system changes
• Conduct unit testing and debugging of all code changes in a development environment
• Debug and fix reported defects and implement enhancement requests
• Conduct code reviews as assigned and recommend changes
• Perform Quality Assurance testing of code changes as assigned
• Provide production support for the SFS check writing process
• Work closely with business analysts and system users on problem identification and resolution
• Provide on-call support for after-hours batch processing as needed
Additional Comments Knowledge, Skills, and Abilities:
• Demonstrated experience in Assembler Programming (2 to 4 credit hours)
• Demonstrated experience in Business Programming (2 to 4 credit hours)
• Demonstrated experience in Client Server Programming (2 to 4 credit hours)
• Demonstrated experience in Object Oriented Programming (2 to 4 credit hours)
• Demonstrated experience in performing programming maintenance (3 months to less than a year)
• Demonstrated experience in developing program control scripts (such as JCL, ECL, UNIX, Shell Script, NT batch commands, VB scripts, SMS) (3 months to less than a year)
• Demonstrated experience in writing programming instructions (code) in a procedural language (such as COBOL) (3 months to less than a year)
• Demonstrated experience in writing programming instructions (code) in an object-oriented language (such as java) (3 months to less than a year)
• Demonstrated experience in writing programming instructions (code) in any other specific programming language (3 months to less than a year)
• Demonstrated experience in COBOL (3 months to less than a year)
• Demonstrated experience in SQL / SQL Plus (3 months to less than a year)
• Demonstrated experience in MVS (OS/390 or z/OS) (3 months to less than a year)
• Demonstrated experience with Librarian (3 months to less than a year)
• Demonstrated experience with Elixir (3 months to less than a year)
• Demonstrated experience with JCL (3 months to less than a year)
• Demonstrated experience in TSO (3 months to less than a year)
• Demonstrated experience with IBM utilities (ie: IEBGENER)
• Demonstrated experience using an enterprise sorting utility such as SyncSort
• Demonstrated experience using Advanced Function Printing (AFP) applications using Design Pro Tools Software
• Demonstrated experience in gathering and analyzing business requirements, creating technical specifications, determining time estimates, negotiating goals, reporting project statuses, and creating business solutions that meet business requirements
• Demonstrated ability to learn new technologies
• Demonstrated ability of strong communication skills
• Experience with Finalist and MailStream Plus software would be a significant advantage.
