Minimum Qualifications This position is open to candidates who have one year of permanent competitive service as a Budget Examiner, G-18. The position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Senior Administrative Analyst, G-18 and Business Systems Analyst 1, G-18.
Candidates should have strong analytical, written, and verbal communication skills; the ability to think creatively and strategically to define and solve problems; skill in preparing effective oral and written communications; and the ability to work both independently and as a member of a team. Candidates are also expected to be proficient in the use of office technology and Microsoft applications; knowledge of SFS, IBS, NYSTEP, and other Division databases is preferred.
Duties Description The incumbent will be a member of a three-person team responsible for the Department of Transportation, Thruway Authority, and certain other authorities. Specifically, the incumbent will be responsible for DOT’s operating programs, including those relating to highway and bridge maintenance, snow and ice control, Department administration, and certain inspection and planning activities. Additional responsibilities may include small capital programs, including capital aid to localities, and the Bridge Authority.
Responsibilities of the Budget Fellow for the Transportation Team would include, but are not limited to:
• Developing and reviewing budget and programmatic recommendations;
• Facilitating and monitoring budget execution activities;
• Representing the Division in meetings with agency and authority fiscal and program staff;
• Drafting legislation and bill memorandums;
• Tracking revenues, disbursements, and staffing against fiscal and personnel plans;
• Providing periodic reports to management; and
• Other functions as assigned.
