Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Medical Assistance Specialist 1; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Medical Assistance Specialist 1. PREFERRED QUALIFICATIONS
Preferred candidates will have excellent oral and written communication skills; organization and time management skills; proficiency with Excel, Word and Sharepoint; ability to effectively manage multiple priorities; strong attention to detail; and working knowledge of electronic data systems, such as eMedNY and NYSOH Back Office.
Duties Description The Medical Assistance Specialist 1 will work within the Bureau of Third Party Health Insurance, Medicare Savings Program and Recoveries, in the Third Party Liability (TPL) unit. Duties will include, but not be limited to understanding and interpreting existing, new, and proposed Medicaid regulations; assisting in the development of policies and procedures to facilitate implementation and operation of Third Party Liability (TPL) programs; providing technical and policy assistance to assure compliance with Medicaid regulations; corresponding orally and in writing with local district staff and consumers; training internal and local district staff in TPL policy and automated systems; serving as a liaison for NYSOH appeals, which includes representing the Department at hearings and preparing defense packages when consumers disagree with a TPL determination; and developing client notices needed to support TPL decisions.
