Minimum Qualifications 52.6 TRANSFER QUALIFICATIONS:
Current New York State employee with one year or more of permanent, contingent-permanent or 55 b/c service in a position allocated to a Grade 21 or above and eligible for transfer under Section 52.6 of the Civil Service Law.

Duties Description The incumbent will supervise and lead the Leaves Unit to provide assistance, advocacy, guidance and advice on all facets of leaves, separations, and Worker’s Compensation under Civil Service rules and regulations and Time and Attendance guidelines. Duties include, but are not limited to:
- Mentor, lead and supervise staff involved in various leaves activities, included but not limited to medical leaves, Family and Medical Leave, probationary leaves, and discretionary leaves
- Oversee the administration of the Family Medical Leave and the Paid Family Leave programs for the Dept. of Labor (DOL) employees
- Serve as a liaison with control agencies and other organizations as required
- Effectively collaborate with staff from program areas, Office of Employee Relations, Division of Equal Opportunity Development, and Counsel’s Office to resolve difficult and complex employee issues
- Review and provide determinations on Probationary Termination requests from DOL program areas
- Prepare routine correspondence and reports
- Coordinate with the Dept of Civil Service Employee Health Service Dept to determine fitness for duty for DOL employees
- Process all Workers Compensation claims submitted for the DOL employees; coordinate with the Workers Compensation Board and the State Insurance Fund
