Minimum Qualifications In order to be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
Duties Description The incumbent will be responsible for fulfilling duties within the Grants Unit in the billing of grants for the Federal Transit Administration (FTA), Federal Railroad Administration (FRA) and Federal Aviation Administration (FAA). Duties include, but are not limited to:
• Coordinate with NYSDOT’s Rail Group to obtain Payment Summary Report for Submission to FRA;
• Maintain “FRA Master Book” spreadsheet for Grants;
• Compile supporting documentation for FRA drawdowns, including FRA Master Book printouts, AC-909, and Office of State Comptroller (OSC) cash receipt confirmation on the Revenue Journal;
• Coordinate with NYSDOT’s Aviation Group to review and process FAA drawdowns;
• Maintain backup for FAA drawdowns, including Aviation submitted backup, E-invoicing system confirmation, AC-909 and OSC cash receipt confirmation on the Revenue Journal;
• Print and review M171 Contract Payments Report for each contract from NYSDOT’s Financial Warehouse to verify payments to contractors;
• Ensure final drawdown calculation doesn’t result in overruns (i.e. exceed the individual PIN budgets);
• Maintain list of PINs, cost centers, and other coding as necessary;
• Assist with grant close-out analysis. Prepare necessary journal entries, final drawdowns and close-out reports as required;
• Analyze administration and collection PIN expenditures and prepare journal entries and drawdown calculations;
• Enter drawdown requests into the Federal System for FTA, FRA and FAA grants;
• Process direct entry in NYSDOT’s WIPPER system, prepare and submit Revenue Receipts (AC-909) to Treasury and Department of Taxation;
• Participate in the State Management Reviews, OSC-related and other training as directed;
• Other miscellaneous tasks as assigned.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
