Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position.

The minimum qualifications for taking the Open-Competitive examination are:
Either 1. a master's degree in transportation management, transportation systems planning, transportation planning, regional planning, urban planning, geographic information systems, geography, business administration, economics, engineering, finance, marketing, political science, public administration, public affairs, or public policy;
Or 2. a bachelor's degree in any of the above AND one year of the experience described below;
Or 3. five years of experience directly administering, implementing, developing, or managing various types of modal or intermodal services, facilities, or operations as follows.
A. development, administration, or evaluation of federal, state, or local technical assistance, management assistance, or financial assistance programs, including FTA grants, related to modal or intermodal services;
B. policy development or evaluation of federal, state, or local government programs, regulations, or legislation affecting modal or intermodal services;
C. development or management of modal, intermodal, or economic development/industrial access capital programs or projects directly related to modal services (highway capital programs are not qualifying);
D. planning, marketing, management, or operation of modal or intermodal transportation systems and services; or
E. direct responsibility for the development, implementation, or management of comprehensive safety programs for modal or intermodal transportation facilities and services.
Substitution: College course work may be substituted for up to three of the five years of experience at the rate of thirty semester credit hours equaling one year of experience.
Non-qualifying Experience: The following are examples of types of experience that will not be considered qualifying for this examination: fleet and crew dispatching and routing; travel/tourism; route sales/delivery; product distribution/warehousing; bus/truck driver; train engineer/conductor; maintenance/mechanical staff related to buses, trucks, trains, or ships; airport, bus depot, or railway station security officer; customer survey sampling; engineering technician; occasional safety training or inspections; technician or paraprofessional-level experience; or any experience limited to the clerical processing of information, data gathering, or preparing data for analysis.

Duties Description Under the supervision of an Intermodal Transportation Specialist 3 (SG-27), the incumbent will perform a variety of duties associated with the management of the Department’s intercity passenger rail programs, including, but not limited to:
• Tabulate and analyze operational and financial data related to Amtrak intercity passenger rail services, including, but not limited to ridership, on-time performance, costs and revenues;
• Prepare weekly, monthly, quarterly and annual reports;
• Assist in the review of invoices;
• Perform quality assurance inspections of service quality and equipment, and facility conditions.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
