Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position. Candidates must currently be permanent as a Mental Health Program Specialist 2 and eligible for a lateral transfer OR have one year of permanent service in a title eligible for transfer under Section 70.1 of the Civil Service Law.

Duties Description The Office of Mental Health (OMH) is seeking a qualified candidate to fill a The Mental Health Program Specialist 2, G-23, position. Under the general direction of the Mental Health Program Manager 1 (Chief Executive Nursing Officer), the Mental Health Program Specialist 2 will serve as the statewide workforce development coordinator for all activities related to the recruitment of nurses and other hard to recruit clinical positions for OMH State Operated facilities and programs. The incumbent will participate in ongoing discussions with colleges and universities to develop and implement affiliation agreements for clinical placements in their nursing programs and other clinical titles. They would also work collaboratively with the nursing programs to recruit qualified candidates to meet the need for nursing positions within OHM Psychiatric Centers and outpatient programs.

Specific duties to be performed may include, but are not limited to, the following:

• Works closely with OMH Facility nursing leadership, OMH, Budget Services, Central Office and Facility Human Resources (HR) offices to identify nursing staff needs to meet required coverage levels base on approved staffing plans.
• Works in partnership with facility Human Resources staff, Chief Nursing Officer(CNO) and the Deputy Director of Administration of each facility on the development and implementation of recruitment and retention strategies tailored to address the staffing requirement for nurses and clinicians at their facility.
• Collaborates with college and university nursing programs on the development of clinical affiliation agreements to increase the placement of nurses, nurse practitioners and other clinicians at OMH facilities.
• Attends and participates, along with Human Resources staff, in nursing and clinical job fairs at colleges and universities, and follow up on candidate leads obtained at fairs.
• Maintain recruitment files and candidates resumes in order to redeploy applicants as necessary amongst OMH facilities to optimize available staffing resources.
• Monitors and tracks specific recruitment and retention data related to nurses and other clinicians. Uses outcomes from data collected to develop and implement recruitment strategies as well as workforce training and development topics.
• Using the data collected, provide feedback and recommendations to agency leadership on clinical retention and attrition trends for individual facilities.
• Collaborates closely with the Administrator of the Nurse Development Program (NDP) and Health Workforce Retraining Initiative (HWRI) programs to make current nursing staff aware of all available tuition reimbursement resources through OMH and Federal grants to continued their education to increase the number of nurses with BSN degrees.
