Minimum Qualifications This is a non-competitive, policy-influencing position. To be eligible for appointment, candidates must have a bachelor’s degree in an appropriate field and ten years of experience in a mental health or closely related field, five years of which must have been at a managerial level, and three years of which must have been in the operation and administration of a program for people with mental illness.

Preferred candidates will have executive level experience in a large behavioral health organization and will possess a clinical or operational leadership and/or quality management background and strong administrative skills. We are seeking a proven leader with a passion for patient centered recovery oriented care, experience successfully navigating system transformation, and the ability to work at multiple levels in a large and complex matrix organization. Candidates must address size and scope of managerial experience in their cover letter or resume.

Duties Description The New York State Office of Mental Health is looking for an exceptionally talented, motivated and skilled leader to manage and transform our State-operated system of care which includes 19 Psychiatric Centers located throughout New York State providing both inpatient and community-based services for adults and children.

The Associate Commissioner directs the Division of State Operated Children’s and Adult Services and manages and coordinates statewide efforts to deliver innovative high quality, person centered, recovery-oriented mental health services. Specific duties will include, but are not limited to, the following:

Supervise the 19 Executive Directors of the Office of Mental Health’s State-operated children’s and adult psychiatric centers, and oversee facility operations.

Communicate a shared vision with centralized expectations and decentralized operational implementation, which holds resiliency and recovery principles at its core. Assist facilities in achieving their unique goals.

Function as a member of the Commissioner's Executive Team attending and participating in leadership meetings.

Lead and achieve integration of each state facility into the community system of care. Ensure each facility is functioning as an important component in a larger system of care.

Oversee and manage clinical, support and physical plant operations in 19 children’s and adult facilities Statewide.

Develop, propose, and implement statewide key Agency management and strategic initiatives and goals, i.e. overall health and wellness, evidenced based treatments, along with overtime control/vacancy levels/census management, etc.

Develop and provide operational input concerning facility staffing configurations and physical plant space relative to changing resource allocations and development and implementation of new initiatives, i.e. development of transitional placement program units, the consolidation, renovation, and expansion of treatment space, facility consolidations and closures, etc.

Position state operations to actively participate in Health Homes, Delivery System Reform Incentive Payments (DSRIPs) and Performing Provider Systems (PPSs).

Ensure State facilities maintain appropriate quality of care, The Joint Commission (TJC) accreditation, and participation in Federal Medicaid and Medicare programs.

Respond to inquiries from outside consumer groups and facilities, Boards of Visitors, members of the Legislature, the Division of the Budget, etc., on behalf of the Commissioner.

Actively engage recipients and families in statewide and facility initiatives soliciting their participation in the development and implementation of new programs and policies. Re-define services, policies, and practices for persons served in a trauma informed, person centered approach.
