Duties Description The Federal Reporting and Grants Management Unit prepares and files approximately 200 Federal Financial Reports on a quarterly, semi-annual or annual basis with the appropriate governmental agencies in order for the State to receive Federal funding for its programs. The unit reconciles all Federal grant awards and monitors the receipt of those Federal funds and tracks expenditures to ensure that sufficient funding is available for making payments. The unit is responsible for identifying the sources of Federal revenue and the interaction with the OCFS Bureau of Budget Management and the Office of the State Comptroller (OSC) to ensure that these monies are deposited appropriately and timely. The draw is monitored carefully to ensure that the target reimbursement goals are met by the end of the State fiscal year.
In addition, the Unit is responsible for reporting expenditures and/or obligations incurred for several major Federal programs, and for coordinating activities and providing required documentation for the Annual Single State Audit, including the required Internal Control Overview Documents.
Responsibilities include performing reconciliations of Federal grant awards and monitoring the receipt of Federal funds, including tracking expenditures and the submission of required Federal Financial Reports with the appropriate Federal Agency.
Responding to internal and outside auditor requests for information and responding to audit findings and preparing claiming documentation backup for audits relating to Federal Grants and their respective Federal Financial reports.
