Section 70.4 Transfer: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Administrative Specialist Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-11 or above AND have standing on the Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list AND possess a bachelor’s degree.

Section 52.6 Transfer to Administrative Specialist 1: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-16 or above eligible to transfer under Section 52.6 of the Civil Service Law. Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list may be considered for appointment. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Duties Description The New York State Education Department’s (NYSED’s) Office of Adult Career and Continuing Education Services – Vocational Rehabilitation (ACCES-VR) is seeking candidates for two Administrative Specialist 1 positions in the Albany and Manhattan District Offices’ finance units. The finance units in ACCES-VR’s 15 district offices have responsibility for processing authorizations for services, voucher payments, maintenance and transportation checks, and the bidding process. Duties of these positions include, but are not limited to, the following:

• Ensure proper processing of voucher payments, contract payments, and transportation payments;
• Implement internal controls and ensure fiscal accountability with internal stakeholders and service providers;
• Act as the liaison for the District Office with other NYSED departments such as Facilities Management and Fiscal Management;
• Provide oversight of the office’s building maintenance needs through interactions with landlords, payment of utilities, and other transactions;
• Supervise lower-level professional and clerical staff; and
• Perform additional duties as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: These will be permanent and contingent permanent appointments. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. Regional travel to vendors and satellite offices is required frequently (20 % of assignment). Statewide travel to attend mandatory meetings and training is required occasionally (5 % of assignment.)

These positions may be filled as traineeships. The salary above applies to candidates appointed to Administrative Specialist 1, SG-18. The salary for candidates appointed to Administrative Specialist Trainee 1 starts at $42,986 ($46,012 in Manhattan location) and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.

* Leads to a maximum salary of $71,980 based on annual performance advances.

** This salary includes a $3,026 annual Downstate adjustment.
