Candidates must be reachable for appointment on the current Civil Service eligible list for the title;


be eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law. Candidates eligible for transfer must have one year of permanent service in a title approved for transfer by the Department of Civil Service under Section 70.1, or one year of permanent service in a title designated as Section 52.6, and within two salary grades of the position.


Provisional Opportunity:

In the event that there is not a valid eligible list, candidates who meet the following promotion qualifications may be qualified for a provisional appointment:

One year of permanent service as a Contract Management Specialist 1, Head Account Clerk, or Health Facilities Management Assistant;


One year of permanent service as a Senior Accountant, Senior Auditor, Nutrition Services Administrator 1, Human Resources Specialist 1, Administrative Assistant, Senior Budgeting Analyst, Purchasing Agent, Senior Health Care Fiscal Analyst, Assistant Office Services Manager, Resource and Reimbursement Agent 1, or Resource and Reimbursement Agent 2.

If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

Duties Description As an Assistant Business Officer, you will assist the NKI’s Supervisor of Fiscal Operations (Business Officer) in the management and direction of NKI’s Business Office. The NKI Business Office is an integrated unit which handles business and fiscal matters for both NYS and the Research Foundation for Mental Hygiene, Inc. (RFMH). In addition to supporting the research mission of the Institute, the NKI Business Office is responsible for supporting the business and fiscal needs of the OMH Clinical laboratories, handling their routine purchases, procurement and service contracts, and payments. Under their general direction, the ABO will assist the Deputy Director Institute Administration and the Business Officer with managing the Business Office, Grants and Contracts Department, and NKI’s support departments. Duties of the ABO will include, but not be limited to: Supervision of the facility’s Business Office staff; Preparation and monitoring of facility contracts, including those of the OMH Clinical Laboratories; Direction and oversight of NYS procurement; Expenditure oversight and accounting for funds appropriated in the annual budget for both NKI’s ongoing and OMH’s Clinical Laboratory’s budget. Assist in overseeing the expenditure and accounting of all RFMH grant-based funds; and Assist in the supervision of the NKI support departments.

Additional Comments Background Investigation/Justice Center Review:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
