In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to conduct a non-competitive promotional examination for the position of Associate Director Human Resources 2 in Albany. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications of having at least one year of permanent competitive service as an Associate Director Human Resources 1, M-1, if all requirements of a non-competitive promotion appointment are met.
Duties Description The New York State Office of Mental Health (OMH), Center for Human Resources Management, Bureau of Facility Personnel Services is recruiting to fill an Associate Director Human Resources 2, M-2, position. Under the supervision of the Associate Director Human Resources 4, the incumbent will supervise a unit of Human Resources Specialists who provide a full range of human resource services to OMH facilities.
This bureau provides the executive management of 22 psychiatric facilities and 2 psychiatric research institutes located across New York State with support and direction in personnel program management, operation and service. Facility Personnel Services (FPS) staff is responsible for most non-face-to-face facility personnel functions including classification actions, staffing, and exam planning. Staff also participates in the analysis, development, implementation, monitoring and evaluation of personnel programs, policies and procedures that facilitate staffing for facility operations and appropriate patient care. They work directly with staff of the Department of Civil Service and the Division of the Budget on issues relating to facility personnel programs.
The incumbent of this position will guide, direct, coordinate and supervise subordinate staff in the planning, development and evaluation of human resources activities, ensuring staff have the skills and resources needed to perform the necessary duties. Duties include writing effective classification, reinstatement and increased hiring rate requests with emphasis on direct care and hard to fill titles, particularly nurses and physicians.
