Minimum Qualifications Candidates must be reachable on the Project Manager 2, G-25, Civil Service eligible list OR have one year of permanent competitive service as a Project Manager 2, G-25. Also open to NYS employees at or above G-23 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Assistant Director of Financial Administration, G-25; Information Technology Specialist 3, G-23; and Project Manager 1, G-23.

Duties Description The Enterprise Architecture/Program Management (EA/PM) Division provides the overarching view and monitoring of the Statewide Financial System (SFS) necessary for optimizing system operation, avoiding conflicts and reducing risk. Business, application, data and technical issues come together in this Section for oversight and management. EA/PM provides strategic and forward-looking plans for SFS in several key areas such as oversight of the system’s technical architecture, project and portfolio management activities, and managing the initiation and implementation of system changes.

As part of this team, the incumbent will be responsible for planning, executing and monitoring enterprise projects according to agreed-upon schedule and budget. These activities include building and managing project teams, status reporting on applicable projects within the SFS project portfolio, monitoring and managing project risk, and ensuring quality control throughout the project lifecycle. The incumbent will supervise team staff and play a direct role in more complex projects. Consultant staff assigned to projects may also require the incumbent’s supervision.

General responsibilities include:

• Review project management plans;
• Define and document scope statements and project requirements;
• Prepare project schedules and progress reports;
• Establish critical milestones and recommend schedule adjustments;
• Record and review quality metrics concerning projects and performance;
• Track project expenditures;
• Communicate project status;
• Interact with stakeholders;
• Ensure that project objectives are met; and
• Organize and maintain project management information.

The incumbent may work on one or all of the following functional areas:

• Project Management: Provides overall planning for individual projects by defining project scope and developing resource plans, schedules, milestones and deliverables. The Project Management staff coordinates the creation and maintenance of documentation, manages risks and issues, monitors and reports on progress, and coordinates activities with the Change and Release staff.

• Portfolio Management: Provides timelines, resources, skills, and budgets necessary for the successful coordination of the key interrelated initiatives in the SFS project portfolio. Portfolio Management also provides a framework for issue resolution and risk mitigation, as well as centralizing visibility to help plan and schedule teams to identify the most suitable approach to deliver priority projects and programs. These efforts include creating and managing project-related decision frameworks, selecting specific projects based on those frameworks, planning the delivery of those projects, tracking at a high level, and reporting on those activities. Capacity planning is used to determine resource needs of the organization and project demands compared to known capacity.

• Change Request Management: Manages the flow of all “Requests for Change” by logging, tracking and providing Management reports on change activities and progress. Issues change schedules, coordinates team activities in accordance with the schedule and reviews all changes to determine trends and opportunities for improvement. Additionally, this area provides support for SFS’ Change Control Board, a decision-making authority that prioritizes and approves changes based on information provided by both SFS and its customers.

• Release Management: Focuses strongly on risk management, ensuring that all changes are monitored for risk and that these risks are addressed. Release Management is responsible for all activities that ensure the final delivery of every release implementation. Which includes the planning of release packages; coordinating activities between change, development, testing and other teams involved in release packages; ensuring final delivery of release implementation; providing management with reports on release progress, issues and workarounds; and coordinating release documentation and technical release notes for users. Release Management process plans, schedules and controls the build, test and deployment of releases, and delivers new functionality required by the business while protecting the integrity of existing services.

Specific Duties include:

Release/Change Control Team:

• Responsible for facilitation of recurring change control meetings to provide a forum for analysis, discussion, solutions, and decision-making related to Release and Change Management. Responsibilities include meeting setup, facilitation, preparation, distribution of materials, keeping meeting records, etc.

1) Change Control Board (CCB): The forum for decision-making related to SFS change requests contained within the CCB portion of the SFS Project Portfolio, based on information provided by both SFS, its customers and major stakeholders.

2) Leadership Team and Portfolio Review: Portfolio meetings aid in reviewing all SFS project proposals, overall priorities and project status.

3) SFS Portfolio Review: Portfolio meetings aid in reviewing overall priorities, individual project prioritization, approving requested changes to project scope/schedule and communicating project status.

• Facilitate the analysis and triage of issues and change requests to determine whether problems should be addressed through the system defect process, an SFS project, or other means, such as improved training and/or communications.
• Work with the SFS team to develop Scope and Impact analyses for changes.
• Communicate schedules for CCB approved change requests and coordinate change build, testing and implementation in accordance with schedules.
• Review and monitor all implemented and outstanding change requests and analyze such change requests records to determine trends and improvement opportunities.
• Project Release:
• Plan for all software and hardware used in creating a project release package.
• Coordinate activities between change, development, test and release teams.
• Ensure final delivery of release implementation.
• Provide management reports on release progress.
• Build and package all releases prior to promotion to testing and production environments.
• Coordinate release communications, including documentation and technical release notes to customers.
• Additional projects in the future to reassess SFS performance and procedures.
• Monitor and maintain the SFS SharePoint document system, specifically in the project dashboards and CCB collaboration areas.

Project/Portfolio Management Team:

• Plan and define scope for SFS projects.
• Develop and track resource plans, schedules, milestones and deliverables.
• Estimate time and cost to develop project budgets.
• Coordinate the creation and maintenance of project documentation.
• Manage risks and issues throughout the project life cycle.
• Monitor and report on progress.
• Supervise and develop other SFS Project Management Office (PMO) staff.
• Develop and enforce agency-wide compliance with established SFS project management standards, including project management related processes and documentation.
• Support individuals identified as “Project Coordinators” for individual projects that are not members of the SFS PMO to ensure sufficient and consistent reporting and compliance with project management related processes and documentation.
• Coordinate project activities with other section staff.
• Interact with stakeholders.
• Ensure that project objectives are met.
• Provide project Portfolio and other reports for weekly meetings.
• Communicate project status through Project Dashboards, reports and other means.
