Minimum Qualifications QUALIFICATIONS:

Interested candidates must currently be reachable on the Associate Administrative Analyst,
SG-23 list, OR be eligible to transfer under Section 52.6 of the Civil Service Law.

52.6 Transfer:
Candidates must have one year of permanent, competitive service in a qualifying title allocated to salary grade 21 or higher.

Duties Description System Support
Supervise the team responsible for providing support to uses of SFS in the Finance Office

• Obtain and maintain knowledge of the functionality of the SFS modules used by the Finance Office and the impact of this functionality on business processes
• Assist in troubleshooting issues with SFS related to Finance Office business processes; offer solutions and liaise with SFS staff to resolve issues
• Represent the Finance Office in Customer User’s Groups provided by SFS
• Lead agency readiness testing of new SFS functionality that impacts the Finance Office
• Develop training guides and procedure documentation as required
• Manage all incidence and change requests logged with SFS related to the Finance Office
• Oversee the establishment of new vendors in SFS
• Perform the following system administration roles in SFS: Agency Security Administrator, Employee Data Administrator, Workflow Administrator, Credit Card Administrator
• Coordinate with the Office of Operations on SFS related matters when necessary
• Serve as the lead Customer Relations Representative with the Chief Information Office coordinating all IT related issues between the Bureau and CIO
• Oversee the resolution of all CIO @ Your Service Requests
• Educate and inform bureau staff on use of CIO @ Your Serve Requests
• Manage all security roles within the Bureau





Knowledge Management
Manage the collection, retention and sharing of knowledge to support Finance Office staff and its customers
• Maintain the Finance Office intranet site; ensure content is up-to-date and meets the needs of the Bureau and our customers
• Create, consolidate and maintain a library of internal procedures, and laws, policies and regulations governing Finance Offices business processes; make recommendations for business process improvements; present recommendations to management and staff
• Maintain the Finance Office’s Business Continuity Plan; coordinate with other bureaus to manage periodic table top exercises and tests of the plan
• Participate and oversee the regular archiving of records in accordance with the State Archive and Records Administration guidelines and OSC Policy
• Contribute to the periodic publication of newsletters and progress reporting

Internal Controls
Serve as the Internal Control Lead for the Finance Office
• Review existing procedures and identify internal control weaknesses and improvement opportunities
• Perform periodic testing of compliance with internal controls as required by OSC Internal Audit Unit or other outside auditors
• Perform audit of the P-Card payments and other transactions to support the Finance Office business processes
