Current New York State employee with one year or more permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 13 or higher may be eligible for transfer under section 70.1 of the Civil Service Law.
52.6 TRANSFER QUALIFICATIONS:
Current New York State employee with one year or more permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 13 or higher and deemed Administrative by the Department of Civil Service may be eligible for transfer under section 52.6 of the Civil Service Law.

70.4 TRANSFER QUALIFICATIONS:
Current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 11 or higher and who has passed the PCO or PATT exam and has a bachelor’s degree may be eligible for appointment.
Duties Description STANDARD DUTIES:
The incumbent will serve as the primary Personnel liaison for all facets of Civil Service list canvassing and job vacancy announcement (JVA) postings. As the supervisor of the List Unit, the incumbent will oversee day to day operations of the List Unit and serve as backup if necessary. Duties within the List Unit include maintenance of the JVA mailbox, canvass and track all recruitment outreach to candidates, review and post JVA’s to various websites, administer guidance to candidates who have questions about the recruitment process, and perform quality assurance checks on all stages of eligible list maintenance. The incumbent will also assist in the scheduling and administration of language and keyboarding proficiency exams and maintain contact with Civil Service regarding eligible appointments.
Additionally, the incumbent will serve as the primary Personnel liaison for assigned program(s), and will provide assistance, advocacy, guidance and advice on all facets of personnel management including but not limited to preparing agency classification requests and supporting justifications for new positions, reclassifications, reallocations, earmark releases, and other classification and compensation matters.
The incumbent will also participate in examination development; conduct position recruitment; evaluate candidate eligibility for transfer, reinstatements, eligible list and other types of appointments; assist in the resolution of various staffing issues; conduct out of title work grievances; and participate on special projects as needed.
