70.1 TRANSFER QUALIFICATIONS:
Employees who are currently serving as a permanent Trainee 1 or Trainee 2 in certain titles filled by the PCO exam may be eligible for a 70.1 transfer to Auditor Trainee 1 or Auditor Trainee 2. Certain titles may require that you also meet additional special minimum qualifications listed below.
If you have completed a permanent competitive or 55 b/c traineeship in a title filled by the PCO exam, you may also be eligible for section 70.1 transfer to Senior Auditor, Grade 18. Some titles may require that you also meet the following special minimum qualifications:
Bachelor's or higher degree in Accounting, Auditing, or Taxation;
Bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses. Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.
If you apply for Section 70.1 transfer, you must also provide a copy of your college transcripts to demonstrate that you meet the above qualifications.

70.4 TRANSFER QUALIFICATIONS:
You may be eligible for Section 70.4 transfer if you have: (1) one year of permanent competitive service as a grade 12 or higher; and (2) a bachelor’s degree, including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation coursework; and (3) passed the Professional Career Opportunities (PCO) exam.
Note: 70.4 candidates must NOT have failed the PCO exam.
Depending on your level of professional accounting/auditing education and experience, you may be qualified for appointment to Auditor Trainee 1 (NS, equated to Grade 14), Auditor Trainee 2 (NS, equated to Grade 16) or full-title Senior Auditor (SG-18).
If you apply for Section 70.4 transfer, you must also provide a copy of your college transcripts to demonstrate that you meet the above qualifications.
Duties Description STANDARD DUTIES:
As a Senior Auditor in the Internal Audit Department, you would perform financial and operational audits under the direction of supervisory personnel. This would include external and internal audits. You would obtain, analyze and appraise evidentiary data as a basis for an informed, objective opinion on the adequacy and effectiveness of systems and the efficiency of performance of the activities being reviewed. Well documented reports will be necessary to support the conclusions reached. Duties include but are not limited to those listed above. Some travel will be necessary in this position. It is expected to be approximately 10%.
