Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1 (G23) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a (G21) and deemed eligible for transfer to Health Program Administrator 1 (G23) under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

PREFERRED QUALIFICATIONS
Bachelor’s degree in Political Science, Public Administration or another related field. And three years working in data analysis, three years of working as a liaison to other parts of the Department of Health or other state agencies and at least one year of experience working to reconcile record sets against each other and reviewing financial documentation. Experience drafting statewide policies and experience working in registries and answering phone calls.

Duties Description This HPA 1 position is within the Center for Health Care Provider Services and Oversight’s Criminal History Record Check (CHRC) program and will be charged with implementing the integration of Health Homes into CHRC. This position will manage staff, make recommendations about policy and analyze information related to CHRC. Specific duties and responsibilities will include: documenting processes, creating new policies and guidance based on analyzing practices, and also suggesting improvements to processes as they related to making the CHRC system more efficient. This position will also include managing workloads and matching resources to implementation of a new provider type. Under the direction of the leadership of CPSO, the HPA 1 will also suggest any regulatory changes or other matters needed for consideration. The HPA 1 will interact with the public, stakeholder, contractors and other parties. The HPA 1 will work cooperatively with other managers within CPSO, assist the success in achieving the Department of Health’s mission, and play a vital and important role in protecting the public.

Additional Comments Permanent, full-time appointment. Occasional statewide travel, including overnights and travel to areas that may not be served by public transportation, may be required.
