Minimum Qualifications Transfer: One year of permanent competitive service in this title or in a title eligible for a 52.6 transfer.
Promotion: One year of permanent competitive service as a Senior Administrative Analyst.

Duties Description This position is located in the Office of Agency Performance Improvement (OAPI), in the Office of Children and Family Services (OCFS). The Associate Administrative Analyst will serve as the Lean Deployment Manager, coordinating the daily operation of OCFS’ Lean Program, guiding the development of projects and Empire Belts, and assisting OAPI with data collection, analysis, and other initiatives. OCFS Lean projects focus on the effective and efficient use of resources – both personnel and technology – in order to best serve the children, families and communities of New York State.
The Associate Administrative Analyst will:

1. Serve as Lean Deployment Manager, coordinating the extensive Lean Program at OCFS.
2. Personally direct and facilitate full Lean projects as an Empire Belt, beginning with charter development. Lead the team through all phases of the process, including the 3-5 day Kaizen event.
3. Guide all OCFS full-time and part-time Empire Belts in the development of their skills.
4. Identify and initiate new Lean projects.
5. Travel to regional offices, facilities, and counties to represent the OCFS Lean Program and conduct Lean projects.
6. Collaborate with agency division heads and program managers to establish the goals of each Lean project and identify criteria for measuring success.
7. Conduct fact-finding interviews and observe program operations.
8. Develop a strategy for engaging in Lean process improvement in each division of the agency.
9. Determine the best method for successfully accomplishing, including conducting full Lean projects, partial Lean projects (process mapping, facilitated discussions, problem solving), In Situ process improvement or a combination of approaches. Develop a work plan.
10. Assign projects to other agency Empire Belts, and direct their efforts. through all phases of the Lean process, including project preparation, the Kaizen event, and implementation.
11. Oversee the work of multi-disciplinary Lean project teams and assess progress in implementing the solutions identified during the Kaizen event.
12. Analyze any implementation or sustainability issues that arise. Provide advice and assistance to team members and program managers in overcoming obstacles. Recommend changes, as needed.
13. Monitor project metrics, and assist the Director of OAPI in delivering regular OCFS Lean Program briefings to the Commissioner and agency cabinet.
14. Generate recommendations and strategies for strengthening and expanding the OCFS Lean program, including outreach to all regional offices and facilities.
15. Teach agency management and staff about the Lean Program through presentations and Lean Awareness Trainings.
16. Recruit additional staff for the OCFS Empire Belt team.
17. Educate local social service districts and voluntary agencies about Lean. Provide Empire Belt support, as staffing permits, to assist them in carrying out child welfare/permanency-related Lean projects. Assist the Director of OAPI in preparing project status reports for the Governor’s Lean Office, and serve as OCFS Lean Program liaison.
18. Participate in NYS Lean Program Deployment Manager meetings and enterprise-wide initiatives.

Additional Comments Non-Competitive Promotion: In accordance with section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Children and Family Services of our intention to conduct a non-competitive promotional examination for the position of Associate Administrative Analyst, at the Office of Children and Family Services. If three or fewer interested promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion. To qualify, you must be a current OCFS employee and have one year of permanent service as a Senior Administrative Analyst. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
Preferred credentials are Empire Belt Certification, experience independently leading Kaizen events, strong understanding of Lean principles and methodology, and excellent communication and presentation skills.

Travel is required. Out-of-town Kaizen events typically require 3 day/3 night stays.

Background Investigation Requirements:

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
