Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Manager, Information Technology Services 1 (Systems Programming).
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for Manager, Information Technology Services 1 (Systems Programming). If you are on the Civil Service eligible list Manager, Information Technology Services 1 (Systems Programming), you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-25 or above deemed eligible for transfer under Section 52.6 of the Civil Service Law.
Duties Description The New York State Education Department’s (NYSED) Office of Information Technology Services (ITS) is seeking applicants for a Manager, Information Technology Services 1 (Systems Programming) position. The incumbent will manage teams responsible for implementation and support of collaboration and enterprise content management solutions, including Microsoft SharePoint and related tools. The incumbent will also manage the application development teams supporting several Department program areas and mission critical applications. Duties of this position include, but are not limited to, the following:
• Champion the research, development, and implementation of SharePoint solutions in support of NYSED initiatives;
• Develop standards and governance in conjunction with project and portfolio management, technical services, and information security, for SharePoint and related solutions;
• Research, recommend, and pursue strategies for modernization and consolidation of NYSED content management solutions;
• Manage the full application development lifecycle from conception to implementation and support;
• Manage the ITS teams responsible for applications for The Office of Professions, The Office of Higher Education, and Adult Career and Continuing Education Services – Vocational Rehabilitation program areas;
• Lead or participate in the development of Hourly-Based Information Technology Services/ Project-Based Information Technology Services procurements and Requests For Proposals;
• Participate in and/or lead requirements-gathering, analysis, and specification development;
• Engage business stakeholders to help them become self-sufficient in collaboration technologies;
• Work with other ITS managers and staff to develop and implement the tactical and strategic goals for ITS; and
• Develop work plans and budgets, and direct activities of the unit;
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointee’s negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position requires occasional off-shift night and weekend work.
*Leads to a maximum salary of $111,316 based on annual performance advances.
