Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1 (G23) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a (G21) and deemed eligible for transfer to Health Program Administrator 1 (G23) under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: The preferred candidate would have experience in the Grants Gateway, including entering grants on the Gateway and monitoring their progress: procurement processes; and creating Grant Award and Vendor Award Packages (VAP). The preferred candidate would also have working knowledge of state procurement guidelines, the Contract Reporter process for posting procurements, the B1184 process and experience in providing technical assistance to grantees. Excellent written and verbal communication skills and proficiency in the use of Microsoft Suite tools are desirable.
Duties Description The Health Program Administrator 1 (HPA1) will work in the Bureau of Administration (BOA), acting as the lead on all grant procurements within the Grants Management and Operations Unit. Duties include, but are not limited to: oversight of the grant procurement process for both competitive and noncompetitive programs in the Grants Gateway (GG) from drafting the procurement through to official execution of the respective awards, monitoring the GG on a daily basis to ensure that BOA is responding to grantee requests submitted through the GG in a timely and efficient manner; providing technical assistance and training to contract managers, program managers, and grantee staff, as it relates to these processes; and the development of non-grant awards through the Request for Proposals (RFP’s), Invitations for Bid (IFB), or Contract Reporter Exemption Request (CRER) process.
