Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 2 (G25) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G23 and deemed eligible for transfer to Health Program Administrator 2 (G25) under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: The preferred candidate would have progressively responsible professional work experience in the administrative support of a large, multi-faceted public health program with excellent communication, analytical, computer and organizational skills. Ability to work independently and handle multiple priorities. Supervisory experience. Knowledge of or previous experience with the Women, Infants and Children (WIC) Program. Knowledge of or previous experience with Vendor Management. Experience with computer system development, maintenance and user testing. Experience with conducting presentations, trainings and handling customer service issues.
Duties Description The Health Program Administrator 2 (HPA2) will function as the Assistant Director of the Vendor Management Section. Duties will include direct supervision of key staff in the section and overall responsibility for Vendor Management Agency (VMA) contract management. Develop Request for Application (RFA) for vendor management agency procurement. Direct oversight of the development of vendor policy and procedures, interpreting Federal and State Regulations, State Regulation revisions and evaluation of program services. The HPA2 will be responsible for prioritizing subsystem modifications to the vendor portions of the new electronic information system, known as NYWIC. Duties will include table maintenance changes, business rules, specifications, build notes and testing. The HPA2 will ensure that vendor staff organize, develop, and implement training initiatives and communication materials for State and Local vendor management agency staff. Develop training and resource materials for vendors, VMAs and stakeholders. Oversight of vendor forums and all communications with vendors. Direct oversight of the development of the vendor application/reapplication process, policies, procedures and forms. Monitor vendor integrity and establish policies and procedures to address issues identified with vendors. Continue to enhance vendor monitoring activities including updating policies and procedures including upgrade of the electronic monitoring tool. Coordinate vendor management policy revisions in the WIC Program Manual (WPM).
