Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent competitive status as a Senior Accountant, G18 OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G18 and eligible to transfer to Senior Accountant, G18 under Section 70.1 of the Civil Service Law; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in an accounting, auditing or fiscal traineeship at the G14 or G16 level and eligible to transfer to an Accountant Traineeship under Section 70.1 of the Civil Service Law. Note on special additional requirements: Candidates in some transfer eligible titles will also be required to possess a bachelor’s degree including or supplemented by 24 credit hours in accounting, auditing and/or taxation courses in order to qualify. If selected for interview, candidates in those titles will special additional requirements will be required to submit proof of possession of the required degree and course credits at the time of interview. (Courses such as business law, economics, statistics and most finance courses are NOT considered qualifying.)

QUALIFICATIONS
The preferred candidate would have experience with federal food programs, the Statewide Financial System, Excel and QuickBooks. The ability to analyze data, prioritize multiple assignments with excellent verbal communication and organizational skills.

Duties Description The Bureau of Child and Adult Care Food Programs (CACFP) is a federally funded public health nutrition program which provides reimbursement for healthy meals and snacks served to children in family day care homes, day care centers, emergency shelters, afterschool programs and adults in day care. The Senior Accountant will perform professional accounting and auditing tasks required by United States Department of Agriculture (USDA) federal regulations and Office of Management and Budget (OMB) federal circulars and handbooks. The Senior Accountant will conduct desk reviews, and on-site program and yearly budget reviews for participating CACFP agencies. The applicant will analyze financial information for potential new sponsors and existing sponsors to determine financial integrity, viability and compliance with federal and state regulations. Responsibilities will include the interpretation of state and federal regulations, drafting correspondence and summarizing review findings based on those interpretations.

Additional Comments Permanent full-time. Occasional travel within New York State, including overnights and to locations that may not be served by public transportation, may be required. This may be filled as a two-year traineeship leading to a G18.
