Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.
Internal Reassignment: Candidates must be current Office of Mental Health employees with permanent or contingent-permanent service as a Mental Health Program Specialist 2 and interested in reassignment.
Transfer: Candidates must be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 23 level.
Duties Description The Office of Mental Health (OMH) is currently recruiting to fill a Mental Health Program Specialist 2, Grade 23, position in the Central New York Field Office. The incumbent will be assigned within the Field Office and, based on assignments, will be required to travel, including overnights as needed, to cover the twenty counties in the central region.
Specific duties to be performed may include, but are not limited to, the following:
Participate in on-site inspections of licensed mental health programs including inpatient, outpatient, and community residential facilities to determine compliance with OMH regulations.
Participate in final recommendations and written reports for renewal of certification and the issuance of an operating certificate as well as ensure timely review of Performance Improvement Plans, coordination of Prior Approval Reviews, and submission of data reports to the Department of Health (DOH) regarding Medicaid Disability Determinations.
Provide oversight of field office activities including but not limited to: monitoring utilization of and assessing behavioral health needs in regional and sub-regional areas; work closely with Central Office departments and bureaus providing data and feedback as needed; participate in special projects.
Maintain knowledge and familiarity of New York Codes, Rules and Regulations and Mental Hygiene Law.
Provide assistance to County Mental Health Directors/Commissioners, agencies, programs, recipients and families to ensure quality mental health services for adults, children, and families.
Work with the Field Office Managed Care team on the transition to Managed Care.
Monitor and investigate complaints received and provide a timely resolution.
Provide technical assistance to programs licensed by OMH .
