Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Contract Management Specialist 1.

Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list, the Professional Career Opportunities (PCO) eligible list, or the Contract Management Specialist 1 eligible list may be considered for appointment.

Section 70.1 Transfer to Contract Management Specialist Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-13 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 52.6 Transfer to Contract Management Specialist Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-11 or above deemed eligible for transfer under Section 52.6 of the Civil Service Law.

Section 70.4 Transfer to Contract Management Specialist Trainee 1: Candidates may be eligible for Section 70.4 transfer to Contract Management Specialist Trainee 1 if they possess a bachelor’s degree AND one year of permanent competitive or 55b/c in a title SG-11 or above AND have standing on the PCO or PATT eligible list.

Section 70.1 Transfer to Contract Management Specialist 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 52.6 Transfer to Contract Management Specialist 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under Section 52.6 of the Civil Service Law.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for a Contract Management Specialist 1 (SG-18) position in the Office of State Assessment (OSA). The incumbent of this position will assist in the oversight of approximately $30 million in annual contracts supporting test development and administration. Duties of this position include, but are not limited to, the following:

• Review contracts to acquire a detailed knowledge of key responsibility and critical dates;
• Serve as liaison between vendors and staff on all Office of State Assessment (OSA) contracts to ensure the consistent and accurate exchange of information and an understanding of their intended purpose(s);
• Review vendor proposed budget modifications and contract amendments to determine their validity and fiscal and programmatic implications;
• Conduct reasonableness of cost evaluations and provide recommendations;
• Prepare contract amendments and extensions;
• Review all vendor invoices to ensure that all contract work submitted for payment is approved and meets the high-quality standards;
• Maintain up-to-date payment files;
• Work with staff in Fiscal Management to resolve issues regarding payment;
• Develop RFPs to contract with vendors for the development and analysis of State tests;
• Coordinate the responses to questions from potential bidders;
• Serve as the first point of contact for new vendors; and
• Coordinate meetings between vendors and OSA staff for any proposed contract scope change or clarification of work covered in each contract.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointee’s negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Transfers to Contract Management Specialist Trainee 1 and appointments from the PATT or the PCO lists require successful completion of a two-year traineeship which leads to the title of Contract Management Specialist 1, SG-18.

The salary above applies to candidates appointed to Contract Management Specialist 1, SG-18. The hiring rate for candidates appointed to Contract Management Specialist Trainee 1 starts at $42,986, and for current NYS employees, is based on the candidate’s salary at the time of hire. Verification of degree and/or transcripts will be required for all candidates at the time of interview.

*Leads to a maximum salary of $71,980 based on annual performance advances.
