Minimum Qualifications This is an exempt class position; as such there are no established minimum qualifications.
Preferred candidates would have prior experience as a current or former recipient of mental health services and have a strong track record of documented accomplishments and leadership within the consumer/survivor movement, including self-help and/or advocacy, and are strongly encouraged to apply.
Duties Description The Office of Mental Health (OMH) is currently recruiting to fill a Special Assistant, NS, position in the Office of Consumer Affairs. Under the general direction of the Commissioner, the Special Assistant for the Office of Consumer Affairs manages and directs the operations and program activities of the Office of Consumer Affairs which ensures the inclusion of recipient perspectives into OMH policy making, planning, program development, and evaluation. The incumbent oversees and influences the interface between the consumer aspects (who are current and former users of mental health services) and the operational implementation of new programs and guides changes to existing programs into all areas of the mental health system. The incumbent serves as a member of the Executive Team of the Commissioner’s cabinet.
Specific duties include, but are not limited to, the following:
• Engages in executive level management planning, policy and decision-making to lead and guide the operational implementation of the consumer aspects of new programs and services, as well as changes to existing programs and services, which comprise OMH’s mental health system.
• Directs and coordinates the management of the Office of Consumer Affairs by planning, developing and directly implementing policy for efficient and effective operations of the Division.
• Directs the inclusion of recipient perspectives into policymaking and planning and into program development, implementation, monitoring, and evaluation. This is accomplished through participation as a member of the OMH management team in management meetings, consultation with OMH Central and Field Office staff, by review of proposed policies, regulations, and other internal documents, and through participation on inter-divisional workgroups. Assists other OMH managers in identifying recipients from across the state to participate in the development and review of a variety of initiatives.
• Serves as a liaison between the Office of Mental Health and recipient organizations and individuals in New York State. In this role, the responsibilities include strengthening the network of recipient organizations across the state by offering technical assistance to groups, disseminating information on issues of concern to recipients, and developing expanded channels for bringing recipient opinion to the attention of policymakers. Convenes and staffs’ regular meetings of the OMH Recipient Advisory Committee, a statewide group which advises the Commissioner and other OMH staff on policy and program issues.
• Supervises the Bureau of Consumer Affairs supervisor who manages the regional Recipient Affairs Specialists (RAS). The RAS provide contract liaison (on behalf of Central Office) with statewide contractors for which the office is responsible. They provide training and technical assistance on a variety of topics including peer engagement, recovery, family facilitation, employment supports, entitlements to state and community operated mental health programs. The RAS act as mediators and facilitators to help address problems with treatment or complaints for the more complicated issues.
• Serves as the Central Office liaison with regional Peer Specialists on program and policy matters. Convenes meetings of the Peer Specialist's to keep them informed about program and policy issues, to share information across the state, to seek their input on current issues, and to provide a network of mutual support. Directs the coordination of in-service training and professional development activities for Peer Specialists.
• Directs contract management, procurement and program oversight for statewide contracts for the New York State Mental Health Association, New York State National Alliance for the Mentally Ill, the New York Association of Psycho-social Rehabilitation Services, Mental Health Empowerment Project, and Mental Hygiene Legal Services. Provides broad program guidance and oversight for peer, family and advocacy support programs contracted through local government.
• Oversee the accreditation process for credentialing peer and family’s individuals and organizations to provide Medicaid billable peer services. Directs the contract management, procurement and program oversight for statewide contracts for the Academy of Peer Services along with the New York State Peer Certification Board.
• Directs the contract management, procurement and program oversight for statewide Anti-Stigma funding initiatives including the Anti-Stigma Tax Check Off and the Mental Health State License Plate program. Facilitates a statewide steering committee which provides input into the Office of Mental Health on the major priorities for anti-stigma efforts which inform the procurement process for anti-stigma initiatives.
• Serves as the Agency expert on international repatriations due to mental health issues. This includes coordinating with the Ministries of Health in foreign nations, coordinating transporting, facilitating psychiatric evaluations, coordinating with US Customs (and or Homeland Security) and then facilitating psychiatric treatment upon the individual being repatriated with New York.
Coordinates chaplain services and cemeteries restoration:
• Directs and provides oversight of the operation and restoration of 17 OMH active cemeteries which contain the remains of 55,000 individuals. Coordinates with local historical societies, advocacy groups and other organization on OMH cemetery issues including restoration and preservation. Administers the Ubrook fund which supports the ongoing efforts for cemetery restoration within OMH.
• Serves as the Central Office liaison with OMH facility Chaplains on program and policy matters. Convenes meetings of the Facility Chaplains to keep them informed about program and policy issues, to share information across the state, to seek their input on current issues, and to provide a network of mutual support. Coordinates in-service training and professional development activities for Facility Chaplains to facilitate their role as an adjunct to the treatment teams.
Serves as Chair of the Governor’s Employment First Commission and supports the New York Employment Service System and Ticket to Work Program for individuals with disabilities:
• Manages the contract with the Social Security Administration for the operation a Ticket to Work program supporting individuals with disabilities. This includes a billing and payment administration for 550 partner (TTW sub-contractor agencies). Directs the utilization New York Employment Service System, a single case management platform for employment support to all New Yorkers including those with disabilities.
• Represents the Office of Mental Health on various commissions, boards, and task forces.
• Performs special assignments for the Commissioner as assigned.
• Supervises the bureau supervisor and ensures adequate staffing.
• Evaluates employee performance and prepares performance programs and evaluations.
• Ensures that staff are knowledgeable about OMH policies and procedures and provide a high level of service to consumers, families and agency employees.
• Reviews and approves timesheets and authorizes use of leave.
• Ensures adequate staffing of the Office, coordinates coverage, backfilling of positions, request additional staffing support.
