Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as an Associate Health Planner, SG-23; OR current New York State employee with one year or more of permanent or contingent-permanent service in a title at or above SG-21 and eligible for transfer under Section 52.6 of the Civil Service Law OR eligible for transfer under Section 70.4 of the Civil Service Law (NYS employee with one year of permanent service at SG-21 or higher and meeting the open competitive minimum qualifications).
Preferred Qualifications: Professional experience in a health care setting with an in-depth knowledge of healthcare delivery systems in New York State, especially with long-term community care. Experience in supervision, and a knowledge base of community home care based workforce. The preferred candidate should have: an understanding of the approval process of training plans for paraprofessionals providing long term care; strong interpersonal skills, excellent decision-making capability and strong writing and editing skills; a strong knowledge of databases and be computer literate.
Duties Description The Associate Health Planner will report directly to the Bureau Director for Workforce. The Associate Health Planner will be committed to identifying unmet needs and surveying resources to meet those needs, and examining and recommending administrative actions that can improve the efficacy of home and community based services. This position will be involved in updating application procedures for paraprofessional training programs, as part of a team participating in revising the Personal Care Aide and Home Health Aide Training programs to assure quality provisions, and act as a lead in examining workforce issues related to training. The Associate Health Planner will act as a lead in discussions and activities regarding workforce shortages facing home care and its impact as well as rebalancing efforts from facility to community based care. Some supervision of staff is required.
Additional Comments Permanent, full-time. Occasional statewide travel, including overnights and travel to areas that may not be served by public transportation, may be required.
