Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1 (G23) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a (G21) and deemed eligible for transfer to Health Program Administrator 1 (G23) under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: The preferred candidate would have experience in the administration and operation of health programs, and knowledge of the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) Program state and federal regulations. Excellent communication and organizational skills, and prior supervisory experience are desired.
Duties Description The Bureau of Supplemental Food Programs (BSFP) administers the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) and the Farmers Market Nutrition Program. This position is in the Program Quality and Communication Section (PQCS) of BSFP responsible for WIC Eligibility, Confidentiality, Civil Rights, Outreach and additional policy areas. Currently, the NYS WIC program serves a monthly caseload of approximately 425,000 participants through 91 local WIC agency contracts valued at $134 million.
This position will be responsible for analyzing and interpreting federal regulations to develop NYS WIC policies, procedures, provide technical assistance to DOH and WIC local agency contractors. Duties may include leading project workgroups to update program policies/procedures; developing business rules for the management information system (MIS) and resolving help desk tickets related to assigned policy areas. The incumbent will develop written and verbal communication for WIC local agency and DOH staff, demonstrating the ability to translate technical information into plain language. Written materials may include memos, training material, and electronic communication. Verbal communication may include technical assistance and conducting presentations. This position will supervise professional staff.
