Minimum Qualifications Eight years of business analysis experience, where at least 50 percent or more of your duties included experience in at least three of the five knowledge areas below:
• Using recognized business analysis methodologies to elicit requirements from business users as the foundation for the solution to the organization’s business needs;
• Describing in a comprehensive written document (e.g., business case, fit-gap analysis document, or functional specification) what the system, process, or product/service must do to fulfill the business requirement(s);
• Using recognized business analysis methodologies (e.g., business process flows, fit-gap analyses, or functional designs) to design solutions to improve the efficiency and effectiveness of the business processes;
• Documenting, communicating, and validating requirements throughout the system, process, or product/service development lifecycle for all changes to processes that would enable the organization to achieve its goals;
• Developing test scenarios, scripts, and data; reviewing test results; and assessing the implementation of appropriate solutions to ensure they perform to the required specifications and achieve the design capabilities.

Duties Description 1. Plan and lead requirement-gathering activities for the agency’s grant and scholarship programs business process outsourcing (BPO) request for proposal (RFP) while adhering to established standards.
2. Oversee studies, analyze and evaluate all required “as-is” and “to-be” processes and flows needed for a new system.
3. Review recommendations to assist management in identifying and solving administrative and management problems hindering the effectiveness and efficiency of the RFP process.
4. Analyze, review and revise requirements for the “to-be” system.
5. Direct implementation of quality metrics to analyze project performance. Ensure that project resources are used effectively.
6. Work with the selected vendor, agency staff and stakeholders to collect, analyze, define and document business and functional requirements.
7. Perform business process analyses, business process reengineering, and develop workflow processes, use cases and standards.
8. Identify user roles.
9. Review the Quality Management Plan, quality reviews and deliverable acceptance, test plan and test scripts, and functional and user acceptance testing.
10. Participate in risk identification, risk mitigation, and issue escalation activities.
11. Provide on-going business support to participating entities in system use.
12. Prioritize system requirements to gain stakeholder agreement.
13. Analyze the impact of changes to IT system requirements or business processes.
14. Prepare presentations to justify and explain system or business process requirements.
15. Train users on new IT system.
16. Perform other duties as assigned.
