Minimum Qualifications Have standing on the current Professional Careers Opportunities (PCO) eligible list #26-240 AND possess a Bachelor’s degree or higher; OR

A current New York State employee eligible for transfer under Section 70.1, 70.4 or 52.6 of the Civil Service Law.

PCO list appointees must serve a two-year traineeship (Grade 13, 14) that leads to the Grade 18 salary level.

Duties Description Under the direction of the Manager of Licensing, the Senior Administrative Analyst or Trainee will perform the following duties and tasks, including, but not limited to:

• Coordinate the review of Lottery Sales Agent License Applications for the New York State Lottery.
• Regularly communicate with licensed Lottery Sales Agents regarding their license and any associated matters.
• Communicate with Lottery regional offices and other Lottery Division staff regarding sales agent licenses and associated matters.
• Communicate with Lottery vendor(s) as needed to resolve Sales Agent licensing matters.
• Review Sales Agents License Applications for suitability.
• Supervise Lottery Licensing staff in the performance of the application process.
• Communicate with Lottery Security regarding issues that may arise with Sales Agents or Sales Agent Applications.
• Draft suspension, probation, revocation, denial, and reinstatement letters.
• Testify in administrative proceedings challenging a license determination as needed.
• Review policies and procedures and make improvement suggestions as needed.
• Manage internal control requirements for Lottery Licensing.
• Complete special projects as may be assigned by the Manager of Licensing.
