Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description The incumbent of this position will provide support to Region 11’s Planning and Program Management Groups. The Office is responsible for the delivery of the Five-Year Capital Program, Local Program Administration and Emergency Relief efforts, Project Development, Inter-Agency Coordination, Data Collection, and Transit/Transportation Demand Management. It is expected that the selected candidate be proficient in Microsoft Office and have experience in working with GIS.

Duties include, but are not limited to:

• Assisting with Capital Program building, updating, and Monitoring, including PSS/ OPPM, and P6 activities
• Emergency Relief Program Administration, including assisting with:
o Review and approval of DDIR’s
o Working with outside agencies to develop State Local Agreements
o All aspects of billing and tracking
• Assist in developing, implementing, and maintaining systems, procedures, and manuals in support of planning activities and projects;
• Assist with MPO related activities, including the UPWP development and management. Represent the region on various committees as directed by supervisor.
• Coordinate and schedule meetings as needed; prepare minutes for distribution and track all follow-up items
• Participate in regional GIS activities
• Periodic field work to support different efforts within the office including, but not limited to data collection, HPMS collection(s) and site visits
• Participate in Transportation Demand Management activities as requested by supervisor; including attending meetings as needed, reviewing contract submissions, and working with the consultant team to come up with regional based solutions
• Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations

Prepare findings for supervisors, including recommendations and alternatives, demonstrating the rationale for conclusions and recommendations in final format
