Minimum Qualifications Candidates must be reachable on the Project Manager 2, G-25, Civil Service eligible list OR have one year of permanent competitive service as a Project Manager 2, G-25. Also open to NYS employees at or above G-23 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Assistant Director of Financial Administration, G-25; Information Technology Specialist 3, G-23; and Project Manager 1, G-23.

Qualifications:

Required:
• Analytical ability to critically evaluate information gathered from multiple sources, understand gaps, and articulate complex information with clarity and conciseness.
• Strong verbal and written communication skills, with an ability to express complex information and concepts in a clear and concise manner relevant to the audience (e.g. State agency executives and managers, Finance Office staff, agency partners and SFS customers).
• Facilitation skills to work with individuals and groups to elicit essential information; lead various meetings, trainings and other forums with customers/stakeholders.

Preferred:
• General experience or knowledge of the Statewide Financial System (SFS) and governmental finance and operations.
• Experience in state budgeting and contract management.
• Experience in developing and sustaining a performance management program in a public sector entity.

Duties Description SFS is New York State government's accounting and financial management system. This modern enterprise resource planning system was built with the goal of enabling the State of New York to perform its fiscal and business management tasks more effectively, transparently, and efficiently than ever before. As an enterprise financial system, SFS facilitates the management and flow of information between and among State agencies, State control agencies (the Division of the Budget (DOB) and the Office of the State Comptroller), the State legislature, vendors doing business with New York State, and the general public.

SFS is managed by a group of professionals who are dedicated to improving the financial management business processes of New York State agencies. SFS is a fast-paced, customer-focused organization, with responsibility for a wide array of operational and project activities.

Two central responsibilities of the Strategic and Administrative Services (SAS) Division are developing and sustaining a performance management program across all SFS projects and overseeing the development and implementation of SFS’s strategic plan and budget. As a member of the SAS Division, the incumbent of this position will report to the Assistant Director for the Division and be responsible for managing and undertaking a variety of projects in the following key areas:

Performance Management
• Develop and cultivate a performance management program for SFS, including both operational and project-related metrics.
• Establish management dashboards and metrics for operating processes and division programs to ensure that SFS is performance-driven organization that achieves its strategic goals.
• Create a performance program and sustainable reporting strategy that informs SFS executives and managers, agency executives, chief financial officers and other financial managers and staff of progress in implementing various enterprise projects.

Strategic Planning
• Assist in the development and implementation of the SFS Strategic Plan and Roadmap.
• Facilitate discussions with SFS leadership team, as well as the Office of Information Technology Services and DOB, to identify opportunities and priorities.
• Document and periodically update the SFS Strategic Plan.
• Contribute to the development and implementation of a multi-year budget strategy in alignment with the SFS Strategic Plan and Roadmap.

SFS Budget Strategy
• Work closely with Executive Leadership, consider the identified strategic opportunities and priorities for system improvements, and develop and maintain a multi-year budget strategy that aligns with the SFS strategic plan and roadmap.

Budgeting and Contracting Management
• Facilitate and manage the annual planning, development and execution of the SFS Budget.
• Routinely utilize project tools to document, plan, and track all contract and procurement activities; monitor expenditures against projections; report out to management any discovered issues or concerns.
• Propose viable solutions to identified issues.

The incumbent will be responsible for planning, executing and monitoring projects that fall within the areas identified above. These activities include building and managing project teams, status reporting on applicable projects, and monitoring and ensuring quality control throughout the project lifecycle. In performing the duties for this position, the incumbent will supervise projects and activities of other professionals in the Strategic and Administrative Services Division, as well as work independently to accomplish tasks, projects and other assignments as directed by SFS executives and members of the leadership team. The PM2 may also supervise consultant staff assigned to projects.

system that supports the business of New York State

the Office of the State Comptroller and the Division of the
Budget.

transactions daily and about $150 billion in payments per year
using Oracle PeopleSoft technology. SFS staff provides extensive
operational support to over 70 NYS agencies and authorities. SFS

system functionality and works collaboratively with agencies and
the NYS Office of Information Technology Services clusters that
support IT systems across the State.
