Duties Description Reporting to the Director Financial Administration 4, the Chief Budgeting Analyst plays a major role in the fiscal and strategic planning for the Commission. The incumbent will perform duties that include, but are not limited to, the following:
• Coordinate the Commission’s budget preparation process by reviewing and analyzing current or anticipated problem areas, proposed or mandated new legislation, status of current projects and deadlines to be met, new or changing programs, and Division of the Budget and agency guidelines.
• Plan for long-range cost projections in keeping with agency program planning and fiscal policy.
• Analyze budget proposals and staff recommendations for various agency programs and confer with program directors and Executive management to discuss budget proposals and justifications and to choose a fiscal plan considering various alternatives.
• Prepare the draft agency budget proposal from materials submitted by program managers and present recommendations to Executive management for final clearance.
• Prepare a spending plan based on agency goals and monitor and control expenditures in all areas to assure that work is done efficiently and within fiscal guidelines.
• Allocate funds consistent with approved appropriations and fiscal plan.
• Produce and review the agency's monthly expenditure reports to identify differences between projected and actual expenditures by program areas and determine reasons for such differences.
• Participate in discussions with program managers and conduct or review on site inspection reports to determine the effective and efficient use of funds.
• Based on above information, makes written recommendations on alternative fiscal plans which may involve transfer of funds between program areas or requests for temporary service funds to cover peak or unanticipated workloads.
• Provide recommendations on requests to fill vacant positions, establish new positions and change the allocation of existing positions based on need and available funds.
• Supervise subordinate staff of budgeting and purchasing employees, and provide technical guidance and assistance to staff as needed.
• Devise methodology for various cost assessments, draft necessary procedures, and oversee the production of cost assessments according to quarterly or annual timelines.
